    Always a left of center artist, Sandra St. Victor returns with a brief, eclectic brew produced by the broken-beat king, Mark De Clive-Lowe (Sy Smith, Vanessa Freeman).  A patron saint for many indie purists, St. Victor has been hit or miss with the masses since her reign with The Family Stand on their most seminal albums. Sinner Child, Victor's new band, is unlikely to change that trend with their debut EP, as the results here are mixed -- but still sure to please fans of the stylist that made The Family Stand's "Ghetto Heaven" a classic. The generally stellar De Clive-Lowe works best with St. Victor on songs meant for the sweat floor, like the wildly waving standout, "Cosmos," and its jazzier seed "Cosmos (Souled Remix)." In execution, the clunky opener, "At My Spheres," feels unfinished and unpolished in comparison. Both funk driven "F.M.A.O.

    -city" tracks fare only slightly better than their antecedent, thanks to some killer percussions from Scooter Warner that knocked all of the disjointed melody lines and uneven vocals out of this orbit. All in all, the affair offers some shimmering moments, but unfortunately Ms. Victor's performance isn't always one of them.
